Guidelines

Written approval comes first

Written HOA approval is required before work begins on a structure or addition, fence, wall, landscape plan, pool, carport, satellite dish, antenna or tower, or any change to drainage or grade. Email info@woodfordfarmshoa.com first.

This page is a summary for residents. The binding document is the Restrictions and Protective Covenants (PDF), Clark County Recorder, Instrument No. 200624717. County code enforcement is a separate office. Confirm property lines, easements, and drainage with the county before you build.

Section 1

Primary use

  • Lots are for private single-family residential use only.
  • Homes may not exceed two and one-half (2½) stories and must include an attached private garage.
  • A home-based professional business is allowed with Clark County Plan Commission approval, if it does not become a nuisance.
  • A new home may be used as a builder's model for up to 18 months from development completion.

Section 2

Approval of plans

  • No structure may be erected, placed, or altered until plans are submitted and approved in writing. That includes a building, garage, fence, or wall.
  • Plans must show (a) location of improvements, (b) grade elevation, (c) exterior materials, and (d) driveway location and size.
  • A landscape plan must also be approved. Landscaping must be finished within 12 months of occupancy.

Section 3

Materials, roof, and builder

  • Exterior materials must extend to no more than 6 inches above grade and be brick, stone, vinyl siding, or a combination. Anything else needs HOA approval.
  • Roof pitch no less than 5:12.
  • General contractors must have been in business at least one year and have built or supervised at least six homes.

Section 4

Setbacks

  • No structure closer to the front or side street line than the setbacks on the recorded plat.
  • Utility and drainage easements stay clear. No structures, plantings, or fences. The lot owner maintains the easement.
  • Eaves, steps, and open porches do not count as the building for setback purposes, but zoning side-yard rules still apply.

Section 5

Minimum floor area

  • One-story (ranch): 1,100 sq ft on the ground floor.
  • One-and-a-half story or bi-level: 1,250 sq ft total living area.
  • Two-story: 1,400 sq ft total living area.
  • Unfinished basements, garages, and open porches do not count.

Section 6

Swimming pools

  • Any pool needs a pool development plan approved in advance by the HOA.
  • Pools go in the rear of the lot, screened from the street, and fenced as Indiana and local law require.

Section 7

Completion times

  • No structure may sit unfinished more than one year from the start of construction.
  • After moving in, grade and seed or sod within 30 days, per Clark County erosion rules.
  • Driveways must be paved with concrete or asphalt within six months of completing the house.
  • If an owner does not comply, the HOA may do the work and bill the owner.

Section 8

Garages and driveways

  • At least a one-car garage on every residential lot.
  • Double-width driveways.
  • A separate garage needs plan approval under Section 2.
  • No carports without HOA approval.
  • Before construction, the contractor must put in a gravel drive suitable for building traffic.

Section 9

Vehicles and parking

  • No outbuilding, trailer, tent, shack, or barn may be used as living space.
  • No trailer, truck, commercial vehicle, camper, RV, or boat on a lot unless it is in a garage or basement, or parked to the rear and not visible from any street.
  • Inoperable vehicles may not be habitually parked on a lot or street.
  • No automobile may be continuously or habitually parked on a street. "Habitually" means more than six hours.
  • No trailer, boat, or similar vehicle on a street for more than 24 hours in any calendar year.

Section 10

Utilities and tanks

  • Utility lines go underground, in the easements shown on the plat.
  • Fuel tanks must be buried or fully screened from the street. Pool equipment must not be visible from the road or neighboring houses.
  • No solar unit may be visible from any street in the subdivision.

Section 11

Animals and gardens

  • Vegetable gardens only in the rear, in an area where a building could stand.
  • No livestock, poultry, or reptiles. Dogs, cats, and ordinary household pets are allowed.
  • Pets stay on the owner's lot.
  • If a pet becomes a nuisance, the owner must remove it after notice. If not, the HOA may act and bill the owner.

Section 12

Lot maintenance

  • Before construction, grass no taller than 12 inches.
  • Once work starts, the lot stays mowed, free of weeds and trash, and neat.
  • If an owner does not maintain the lot, the HOA may mow or clean it, bill the owner, and place a lien if needed.

Section 13

Erosion control

  • Owners and builders follow the subdivision erosion plan under Indiana Rule 5 of 325 IAC 15.
  • Keep earth off the road, curb, and neighboring lots during and after construction.
  • Drainage follows the engineered plans. Do not fill, alter, or pipe a ditch without written consent.
  • Ask the HOA to inspect finish grading before seeding or sodding.
  • If erosion is not controlled, the HOA may enter the lot, fix it, and bill the owner within 30 days.

Section 14

Signs, fences, numbers, mailboxes

  • One For Sale or For Rent sign, no larger than 9 square feet.
  • No chain-link fences. Material should not detract from the house.
  • Fences may not run past the back corners of the house toward the street.
  • Fences no taller than 6 feet without approval. None in an easement.
  • House numbers must be visible. Mailboxes stay in the same repair as the house.

Section 20

  • Nothing noxious or offensive, and nothing that becomes an annoyance to the neighborhood.
  • Trash in neat, sanitary containers.
  • No lot may be used as a dumping ground.
